Balance Druid- Hurricane

[:1]How many mobs must there be for this to be worth using over wrath/starfire mix.
You are either using Sunfire/Moonfire or Hurricane (at 85 you cycle in Wild Mushrooms)
If ALL the mobs won't live for ~10sec, use Hurricane.
