My main spec is tank and recently I've been asked to offspec balance on some fights in heroic DS. MY item level is 388 in balance from what ever gear I could scrap over time. My dps is REALLY SAD. On the guilds heroic Yor'sahj kill I only did 22k dps while using mushrooms in solar with sunfire. Here is how I do the fight
1-Insect Swarm
2- Moonfire
3-Starsurge
4- Wrath till I get Lunar for the slime
5-Dots+ Starfire + starsurge (slime) till I get solar and get ready for the aoe phase
7- Adds come out and I explode my mushrooms and cast sunfire on as many targets as I can and repeat the mushroom planting.
The problem is that I got carried.... carried BAD. I only did 18-22k dps in a fight where everyone is doing 40+. I keep my dots up at all times and rarely pass 25k dps on single target. Is my rotation wrong or maybe my gear?
When I use to dps in FL as feral with lower item level I would easily pass 30k so it must be my rotation.
A few things that you might want to consider for that fight is that black phase happens almost every time. And almost every other time a Blue glob comes out.
What I typically do is as Im running back when I know there will be a black phase, I lay shrooms on top of the boss, stack on boss, get a few hard casts out, and sunfire every mob that spawns. Once they all stack on the group, I pop shrooms and channel hurricane. Once the cooldown on my shrooms comes to 3 seconds I stop channeling and place 3 more shrooms and channel hurricane again once they're popped. By this time the adds should be dead.
I pretty much always stay in Solar Eclipse unless I know the next phase wont include a black glob. At that point you're free to carry out your rotation normally.
Something that helps is the caster dagger, Rathrak, the Poisonous Mind, from Madness. I have the LFR version and it does roughly 5-6% of my damage, depending on how many black phases we have. I have a macro where I alternate between Ti'tahk and this weapon as well :)
What I find that hurts my DPS in that fight is when a blue glob comes out and eats my mana. To counter this, you lay your shrooms ahead of time and begin channeling hurricane before your mana reaches 0 that way you can get SOME DPS out while you wait for your priest to pop a Hymn. If you have back to back blue phases, pop innervate every other blue that the priest(s) arent using their CDs.
Hope this helps! My guild is progressing on them currently and am confident we'll see him down this lockout! Best of luck to you.

No commentary, so you have to watch the cast bar/debuff timers closely, but it shows positioning and stuff.
I'm planning on doing a voice over commentary for this fight, since it's probably the one that gives moonkin the most problems, but I don't really have an ETA on that. Whenever I can find time in my house where it's quiet enough that I could record, I guess.
edit: you're also logged out in your feral gear/spec. Your balance spec looks OK, though.
Little trick you can do for avoiding the first Blue Phase, as a boomkin:
1. Start to Lunar
2. If "Blue" + "Black" + "X + "Y" Kill your slime and continue hardcasting.
3. Sit at 75-80 non-Eclipse Solar
4. Mushrooms planted, Moonfire on different targets until Mana Void appears.
5. Hurricane once Mana Void goes out, channel over boss, channel until OOM
6. Starfire when possible, gain 24% of your total mana.
Tip: Use Innervate only if the next slime combo doesn't have Blue (when using this strat) as you will go dangerously low or OOM. (You need ~10k mana from 0 solar into lunar....reliably)
Given varying Haste, Euphoria procs, and stuff...it won't be a major damage loss, but you'll have plenty of mana to AOE and you don't burn your Innervate.
I sit in Solar until "Black" is not chosen. I could probably pump out more DPS, but we have a lot of strong AOE classes/speccs to compete with, which can spread their DOTs instantly to all mobs, or do massive AOE damage.
Oh... and press Typhoon a couple times. It hits fairly hard.
