Bear tanking weapon

[:1]Which is considered better for a Bear tank? The Kiril, Fury of the Beasts or the Spire of Coagulated Globules?

The Kiril, Fury of the Beasts has an amazing proc but it's obviously not 100% uptime making it the weaker weapon when the proc isn't up but the better weapon when the proc is active. On the other hand the combat ratings are obviously always present on the Spire of Coagulated Globules making it the more consistent weapon in terms of mitigation.

My first instinct would be to use the Spire of Coagulated Globules purely because of the consistency associated with it. Am I wrong in thinking that is the better weapon for tanking?

kiril has 700 armor :) even withouth the proc kiril beats the spire
Ahh, I didn't even realize it had armor on it. I assume that makes the normal Kiril even better than Heroic Spire of Coagulated Globules then? Meaning the only thing that would erver replace a normal Kiril would be a Heroic Kiril?
The kiril staff, with the proc & the extra armor is so good that the 390 version is better than the 397 spire
