4 piece T13 cat bonus question

Does it proc the free ravage even if youre not talented into it?
I'd wholly assume not as it specifically mentions the talent itself.
I guess there goes my perseverance XS, Blizz says they want ppl to have choices but looks like the bonus is telling me I made the wrong one =/
If you want Perseverance so bad, spec out of Brutal Impact. There's nothing to interrupt this tier that I can think of.

This. If you want perseverance, take my spec without Thick Hide (Should be my active one, idk.) There's nothing to kick but trash and 5 man stuff, neither of which really matter. I actually got rid of my kick spec with Perseverance because no boss kick fights. =3

I never took stampede because it was a small dps increase that might not even be usuable on some fights and wanted to help healers every little way I could, Id rather not take out brutal impact since I still do 5 mans and would reduce the number of ppl that interrupt from 1 to 0 I guess taking out 1 point of furor and 1 of perseverance could work, thanks for the answers
Just tested it - no Stampede buff if you do not have the talent.
It's a valid question for hybrid feral bearcats.
